Santos was absent from practice on Thursday and Friday. Before Sunday's game, the Bears signed kicker Michael Badgley to the practice squad and later moved him to the active roster.
Santos has hit all four of his field goal tries this season, including a game-winning 30-yarder last Sunday against the Houston Texans.
In 2018, the Colts signed Badgley as an undrafted free agent out of Miami, and he has since played for the Titans and Chargers.
Additionally, linebacker Matt Adams and starting running back David Montgomery were injured for the Bears.
The Giants were without cornerback Cor'Dale Flot, receivers Wan'Dale Robinson and Kadarius Toney, as well as defensive lineman Leonard Williams. Aaron Robinson, a cornerback who started the first game, was set to make his appendicitis-related return.
